In that case, any portion of the facility that can be made accessible shall be made accessible to the extent that it is not structurally impracticable. Where possible, designers are encouraged to locate the transfer device seat no higher than 17 to 19 inches (430 to 485 mm) above the load and unload surface. Signs shall comply with 703.5 and shall include the International Symbol of Accessibility complying with 703.7.2.1. Alterations to a qualified historic building or facility shall comply with 202.3 and 202.4. If that date is on or after September 15, 2010, and before March 15, 2012, then new construction and alterations must comply with either the 1991 or the 2010 Standards.
